daily_withdrawal_limit 1 → 2 replaces the
flat daily withdrawal limit with a percentage of the total credits Platform held a day ago
(SystemLimits::daily_withdrawal_limit_percent), core_credit_pool_unlock_limit None -> Some(0) adds the Core-anchored withdrawal limit, and credit_pool_bundle_binding
None → Some(0) binds a kind tag and an owner into the credit pool’s outputs-only bundles.
Everything else matches V2.
