Validates every token configuration of a contract for platform_version: the format version must be admitted, a pooled token’s rules must be compatible with a pool and its outgoing notes threshold within bounds. Returns the first error. Shared by the contract create and update basic structure generations and by the pre-activation gate, so the three cannot drift.
